The NHC now says there is a high chance tropical development for a broad non-tropical low about 550 miles ESE of Bermuda. Both the Global Forecast Model and Euro develop this system. Next name up is: Epsilon. Looks like the system will stay in the Atlantic and meander East of Bermuda for a few days.

There is a low chance tropical development for an area of low pressure that is expected to develop in the SW Caribbean. The GFS Model does develop it by about Thursday of next week. The GFS Model takes it across Central Cuba close to SE Florida and the Bahamas possibly as a hurricane. This is far out. It is something to be monitored if you have plans in that area. The European model is not bullish on this system.

N7 Bistro Employees Launch Strike Over COVID Safety, Other Concerns - [Eater New Orleans - All]

“We’ve attempted to have a legitimate conversation with the owners about how to operate this restaurant safely for the guests and the workers, and those attempts have been met with absolute silence,” a striker said

On Saturday night, October 10, workers from the chic Bywater bistro N7 went out and formed a picket line. A group of about a dozen, all masked, had gathered with signs at St. Claude Avenue and Montegut Street to air their grievances around issues of safety, fairness, and compensation at the restaurant — particularly employee and patron safety relative to the coronavirus.

While some of those present were supporters and friends, one of the striking employees said the group included “at least fifty percent of the front of the house,” meaning workers more visible to customers, like waitstaff and hosts. The strikers asked not to be named; it was their first night picketing and they were still hammering out their strategy and demands.

“We’ve attempted to have a legitimate conversation with the owners about how to operate this restaurant safely for the guests and the workers, and those attempts have been met with absolute silence,” a striker said.

N7’s owners, Yukiko Yamaguchi and Aaron C. Walker, previously ran the Frenchmen Street club Yuki Izakaya. N7 opened in 2015 as a sort of secret speakeasy culinarily centered on high-end canned fish from overseas. It’s since become a favorite of nearby Airbnb guests and those seeking an Instagrammable pastiche of “French bohemia” plopped lakeside of St. Claude Avenue. Its large enclosed patio, long a subject of praise from patrons, has allowed it to serve guests in open air even under COVID restrictions.

What pushed its employees into the streets was the alleged firing Saturday of a manager who, according to the strikers, prioritized health over profits. “There was an unlawful termination tonight,” a striker claimed, “and we just decided that if there’s no accountability on their part, while asking us to put our lives and bodies, our long-term lung capacity on the line, that was too much.” Eater asked owners for comment about this characterization of the firing, but have not received a response.

“We want protection,” the striker said. “We want protection from unlawful firings. We want health protection — a sick fund, a fund for testing, or ideally health insurance.”

The strikers also detailed frustrations around pay, which is allegedly based on a points system, the formula for which employees say is hidden from them. A striker told Eater, “They sort of introduced it to us back in February, pre-COVID, and then we’ve never had an explanation of it,” despite a promise of forthcoming information about the system, according to workers.

According to public records, N7 received between $150,000 - $300,000 dollars in coronavirus-related “Paycheck Protection Program” (PPP) funds.

“We have a food runner who works as hard as any of us,” the striker said. “We’ve been trying to get her pay equity for a while. We want race and gender equity. There’s been a lack of promotions in the past and intentional efforts to misgender either gender-nonconforming or trans people.” Another employee characterized this as part of a larger atmosphere of disrespect. “It’s not appropriate for guests to grab, touch, detain workers of any gender... and there has been lack of management support when those incidents happen.” Owners have not responded to questions about these specific allegations as of press time.

The employees have since started a strike fund.

The walk-off and strike, which one employee described as “largely a common tale of COVID safety,” is happening as restaurants and bars throughout New Orleans are struggling to find ways to do business under ever-changing and not always clearly enforced city mandates. The strikers were out again on Monday night and plan to picket this weekend as well. Part of their goal, the workers said, was to garner public support in hopes of winning concessions from the owners. One said that people sympathetic to the employees’ aims contact the owners directly to express their unwillingness to patronize the restaurant until the strikers’ demands are met.

“Let them know that we’re doing this, and why,” a worker said. “All we’re asking for is an equitable workspace where we have some decision-making power over how our labor is used.”

NOAA is out with the Winter Season forecast for November through January. We have a La Nina. That means cool water in the East Tropical South Pacific. A la Nina generally means warmer than average for our area, and drier than average.

La Nina is a big player in the Hurricane Season. This year we have a la Nina and warm water in the tropical Atlantic. We have had 25 named storms, 9 became hurricanes and 3 became major hurricanes. We are now watching two areas with a low chance tropical development. 30% chance development for a a low expected to develop SE of Bermuda, and eventually moves to the NE in the Atlantic. There is a 20% chance tropical development for a low in the SW Caribbean. Eventually the GFS Model takes an area of low pressure towards Cuba and the Bahamas. It looks like an elongated area of Low pressure. The European Model is not bullish on this system.

Bars in New Orleans will be able to open for limited outdoor seating starting tomorrow, October 16, Mayor LaToya Cantrell announced Thursday, marking a major step forward in a long, complicated timeline of restrictions for the city’s bars throughout the last seven months.

In a press conference Thursday the Mayor confirmed New Orleans would move into phase 3.2 on Friday, in line with the dates laid out by the city earlier this month. It’s two weeks after the city entered phase 3.1, which allowed bars to offer curbside service for the first time since being shut down entirely in July. Starting tomorrow, businesses licensed as bars without food permits can offer outdoor seating at 25 percent capacity for a maximum of 50 people. On-site consumption and alcohol sales are permitted from 8 a.m. to 11 p.m., customers must be seated, and bar games are not allowed.

The Mayor also announced that breweries would be included in phase 3.2, saying the city “worked with the state to change some language in its ordinance to allow our breweries with food permits to open.” Details released later Thursday afternoon clarify that breweries without food permits can open with 25 percent outdoor capacity or 50 people, and that breweries with food permits can open with 25 percent of indoor capacity and 100 percent outdoors or 50 people, whichever is fewer.

When announcing a phased reopening for bars earlier this month, the city alerted bars that they were eligible to apply for the same outdoor dining grants offered to restaurants earlier this summer, which provide $2,000 to use for building or improving outdoor dining areas. The grant program is part of a broader, long-term initiative by the city to permanently expand outdoor dining and commerce in New Orleans. Turning parking lanes into designated dining areas is the next step in what city official Jeff Schwartz said is an effort “to use the public right of way to better support business activities and other initiatives around the city.”

If coronavirus positivity rates remain consistent for the next two weeks, bars may be able to resume indoor seating at a limited capacity as early as October 31 when the city enters phase 3.3.

A tropical wave East of the Windward Islands has a low chance tropical development. 20% chance. It is dealing with dry air and strong winds aloft. Forecast to move into the Lesser Antilles, then towards Puerto Rico and the Dominican Republic where it will cause gusty winds and locally heavy rain. GFS Model does not show it developing, but does show a broad low developing Monday, October 19th in the SW Caribbean. It looks more interesting by Thursday, October 22. GFS shows a hurricane South of Jamaica by that Friday. The European model shows no development at all. This is still very far out in time. Just be aware that there may be the potential for development in the Caribbean next week, and the area should be monitored.

Hurricane Season ends November 30th. I am ready.

What a season! 25 named storms, 9 hurricanes and 3 major hurricanes...so far. Hurricane Season ends November 30th. 4 tropical systems made landfall in Louisiana. Cristobal, Marco, Laura and Delta. The remnants of Beta moved across the state. We have a warm tropical Atlantic, an active West African Monsoon and no El Nino. It was forecast to be active, and it is 2nd only to 2005...so far.

We still have a slight risk severe storms overnight as rainbands move around Delta. Heaviest rain with Delta is moving into North Louisiana. Winds have gusted to 47 to 51 mph, but reports on the Causeway of a wind gust of 68 mph. The winds are onshore, and concern for water being pushed onshore. High tides are in the morning, so expect a rise in the water in the morning as well. During the day the wind will become westerly, and the water will begin to be pushed out of the Lakes.

Tropical storm warning posted Morgan City to Pearl River. That means tropical storm conditions are expected within 36 hours in the warned area. Winds of 39-73 mph possible. Forecast models generally show winds of 25-35-45 possible. Winds on the western portion of the viewing area may be around 55 mph.

Storm Surge warning posted from Morgan City to Pearl River. Delta is expected to be a large hurricane which means it can generate storm surge across a large area. West of Port Fourchon the storm surge may be as high as 7-11 feet. East of Port Fourchon to the Mouth of the River the surge may be as high as 4-6 feet. East of the River to Ocean Springs the surge is forecast at 3-5 feet. Area lakes forecast surge is at 3-5 feet.

Tornadoes are possible in rainbands on the East side of the center of landfalling Delta.
